“Udbhav”: An Innovative Initiative Launched for Child Care and Protection

Programme inaugurated by Minister Lakshmi Rajwade at Government Girls Home, Raipur

Raipur, October 14, 2025 — The Women and Child Development Minister Mrs. Lakshmi Rajwade today inaugurated an innovative programme titled “Udbhav” at the Government Girls Home, Khamhardih, Raipur, aimed at strengthening the system of child care and protection in Chhattisgarh.

Organized under the Juvenile Justice (Care and Protection of Children) Act, 2015, as amended in 2021, the programme has been launched by the Department of Women and Child Development and the Chhattisgarh State Child Protection Society to ensure effective implementation of both institutional and non-institutional care mechanisms for children.

Minister Highlights Vision for Holistic Child Development

In her address, Minister Mrs. Rajwade said that under the guidance of Chief Minister Vishnudev Sai and inspired by Prime Minister Narendra Modi’s vision of a developed India by 2047, the state government is committed to the holistic growth and safety of every child.
She added, “‘Udbhav’ is a forward-looking initiative that will provide every child with love, security, respect, and the opportunity to lead an empowered life.”

During the event, the Minister inaugurated a computer lab at the Government Girls Home and inspected the newly established library. Interacting with the children, she emphasized the importance of technical education and skill development, noting that these are essential for making children self-reliant and confident.

Collaboration with CSA for Statewide Impact

Mrs. Rajwade informed that a Memorandum of Understanding (MoU) was signed in July 2025 with Catalysts for Social Action (CSA). Under this partnership, the first phase of the programme will be implemented in 15 child care institutions across Raipur, Durg, Surguja, and Bastar divisions.

The initiative will focus on key areas such as education, health, career counselling, vocational training, and life skills development. Currently, 112 child care institutions are operational in the state, providing care to more than 2,000 children. Additionally, a large number of children are being supported through non-institutional care schemes, including adoption, sponsorship, foster care, and after-care programmes.

The event was attended by Mr. Padum Singh Elma, Director, Women and Child Development Department; Mrs. Smita Shetty, CEO of Catalysts for Social Action; Mr. Abhijeet Agrawal, Senior Vice President, Axis Bank; Mr. Nandlal Choudhary, Joint Director; along with district child protection officers, members of the Child Welfare Committee, Juvenile Justice Board, protection officers, superintendents of child care institutions, child welfare officers, and the residents of the Girls Home.
